With the November 2026 midterms approaching, mail-ballot procedures have become the center of a significant legal fight between the Trump administration, the U.S. Postal Service and several states. The administration’s initiative called for new procedures including state-provided lists of mail-ballot recipients, federally reviewed envelope designs and unique barcodes intended to improve ballot tracking and election security. Supporters argued these measures could strengthen chain-of-custody information and public confidence; opposing states and voting-rights groups argued that implementing them shortly before an election could interfere with lawful ballots and exceed federal authority over election administration. On September 14, the Supreme Court declined to stay the lower-court injunction blocking the USPS rule for the 2026 elections. Justice Kavanaugh separately wrote that the Postal Service may ultimately have statutory authority for aspects of the rule, but concluded that imposing it this close to the election would be arbitrary and capricious because election officials lacked sufficient implementation time.

A separate but connected dispute involves noncitizen voting and the federal government’s authority to prosecute it. Federal law, 18 U.S.C. §611, generally prohibits noncitizens from voting in federal elections, subject to specified exceptions, and the administration has increased enforcement in this area. In September 2026, Russia and Ukraine continue striking energy-related targets, including oil refineries, fuel facilities and other infrastructure, despite discussions of an energy ceasefire. At the same time, Washington has intensified financial pressure on Iran and on institutions accused of helping Tehran circumvent sanctions; on September 14, the U.S. Treasury sanctioned Russia’s VTB Bank over its banking relationships with sanctioned Iranian institutions. The economic transmission mechanism is what makes these seemingly separate stories part of a larger pattern. Modern economies depend upon reliable and competitively priced energy to move goods, manufacture products, operate farms, heat and cool buildings, and maintain global supply chains. When warfare or sanctions constrain production, refining, transportation or trade, the consequences can move outward through the system: WAR → ENERGY DISRUPTION → SHIPPING & TRANSPORTATION → HIGHER BUSINESS COSTS → INFLATION. Ukraine’s campaign against Russian oil infrastructure is explicitly aimed in part at reducing the revenues available to finance Moscow’s war, illustrating how energy infrastructure has become both an economic asset and a strategic target.

The final connection is money. Persistent energy-driven inflation can complicate central-bank decisions about lowering interest rates; higher-for-longer rates can then maintain pressure on government borrowing, corporate credit, mortgages, commercial real estate and other interest-sensitive assets. A refinery damaged thousands of miles away, a sanction imposed on an international bank, or disruption to an energy shipping route can propagate through interconnected markets until the effects appear in transportation costs, food prices, borrowing costs, government budgets and household finances. In mid-September, President Donald Trump said Russia and Ukraine had agreed to stop attacking each other’s energy infrastructure, but Ukrainian President Volodymyr Zelenskiy subsequently said no formal agreement had yet been reached and that Ukraine’s participation depended on credible Russian reciprocity. Russia publicly welcomed the proposed moratorium, while also connecting it to shipping security and sanctions relief.

Events on the ground demonstrate why the distinction matters. Attacks on energy facilities continued after the ceasefire proposal: Ukrainian drone strikes forced Russia’s Syzran and Saratov refineries to halt operations, while Russia continued attacks affecting Ukrainian critical and energy infrastructure. Refineries, power grids, fuel depots, pipelines, ports and tankers are therefore more than infrastructure—they are sources of military capability, government revenue, economic resilience and negotiating leverage. Damage to them can produce effects extending into fuel availability, exports, transportation, industrial production and international commodity markets.

4. FEDERAL DEBT | WHEN INTEREST BECOMES THE BUDGET

America’s federal debt story is increasingly about more than the total amount owed—it is about the cost of carrying that debt. CBO estimated earlier this year that the FY2026 deficit would reach about $1.9 trillion; its latest monthly estimate now shows the deficit already at roughly $2.0 trillion through the first 11 months of the fiscal year. Treasury must continually issue securities both to finance deficits and replace maturing obligations. Those securities are purchased by a broad mix of domestic investors, financial institutions, the Federal Reserve, foreign private investors and foreign central banks.

The pressure point is interest expense. CBO projects net federal interest costs of more than $1 trillion in 2026, or about 3.3% of GDP, with those costs rising to roughly $2.1 trillion by 2036 under its current-law baseline. This creates an important feedback mechanism: Deficits → More Borrowing → Larger Debt → Higher Interest Expense → Larger Future Deficits → More Borrowing. Interest rates magnify the effect because maturing lower-rate securities can be refinanced at higher rates.
