A sovereign state of roughly a hundred acres operates a financial institution with no retail customers, no branches and, for most of its existence, no external auditor. This Vatican wealth documentary works through the history of that institution, the Institute for the Works of Religion, commonly called the Vatican Bank, and the web of alliances, scandals and reforms that surround it. The subject rewards patience, because the story is not primarily about money. It is about what happens when a financial entity sits inside a jurisdiction that answers to no outside court.
Where the modern fortune came from
The origin point is more recent and more political than most viewers expect. The Lateran Treaty of 1929, signed with the Italian state under Mussolini, settled the long dispute over the Papal States that Italian unification had ended. In exchange for recognizing Italian sovereignty over the former papal territories, the Holy See received recognition as a sovereign entity in its own right and a very large financial settlement in cash and government securities.
That settlement is the seed of the modern portfolio. It was invested rather than spent, and the institutions created to manage it evolved into the bodies that handle Vatican assets today, including the administration responsible for its property holdings across Europe. The sovereignty granted by the same treaty is what makes the arrangement unusual, since it placed those assets permanently beyond the reach of Italian regulators.
A bank unlike any other
The Institute for the Works of Religion was established in the early 1940s to manage funds intended for religious and charitable purposes. Its account holders are clergy, religious orders, Vatican departments and a limited number of others. It does not lend in the ordinary sense and it is not a commercial bank in any conventional meaning of the term.
What it did possess for decades was a combination that financial regulators anywhere else would consider alarming. Accounts inside a sovereign state, confidentiality protected by that sovereignty, and the ability to move funds across borders without the reporting requirements applied to institutions in Italy or elsewhere. The film makes the point without melodrama. A structure like that does not require anyone to intend wrongdoing in order to attract it. The opportunity itself is the problem, and over the decades a steady supply of people recognized the opportunity.
What the Vatican wealth documentary revisits about Banco Ambrosiano
The central historical episode is the collapse of Banco Ambrosiano in 1982, and it remains the most serious financial scandal in the institution’s history. The Vatican Bank was the largest shareholder in the Italian bank, whose chairman Roberto Calvi was widely known as God’s Banker. When the bank failed with enormous sums unaccounted for, the trail led through a network of offshore shell companies and through letters of patronage the Vatican Bank had issued on their behalf.
Calvi was found dead in London, hanging beneath Blackfriars Bridge, with stones and cash in his pockets. The first inquest recorded suicide. A second returned an open verdict, the case was later treated as murder by Italian prosecutors, and a trial of alleged conspirators ended in acquittals. The death has never been satisfactorily explained. The American archbishop who then headed the Vatican Bank was named in Italian arrest warrants and never faced trial, protected by Vatican sovereignty. The Holy See paid a substantial sum to the failed bank’s creditors while explicitly denying any legal liability, a settlement the film treats as the most telling detail in the entire affair.
Reform, and what it did and did not resolve
The film gives proper weight to the changes of the last two decades, which were real. Under Benedict XVI and then more aggressively under Francis, the Vatican submitted to evaluation by European anti money laundering bodies, brought in outside auditors and consultants, closed thousands of accounts belonging to people with no legitimate claim to hold them, and began publishing financial statements. A Vatican court convicted a cardinal and others in a case concerning a London property investment, which would have been unthinkable in any earlier era.
The honest qualifications matter too. Reform driven from the top of a hierarchy can be reversed from the top. Oversight remains largely internal. Reporting on the use of Peter’s Pence donations has repeatedly shown that funds solicited for charity were absorbed into general operations, which is a disclosure problem rather than a crime but corrodes trust in a specific way. It is also worth noting that the popular image of limitless wealth overstates the case. Much of what the Vatican holds is heritage property and art that cannot be sold, and its operating budget has run at a deficit for years.
Why it is worth watching
Watch it as an institutional case study rather than as an attack on a faith, which is how the better material on this subject approaches it. The film demonstrates something that applies far beyond Rome. Opacity plus sovereignty plus money reliably produces the same outcomes regardless of the institution’s stated purpose, and the correction only ever arrives from outside pressure or from an unusually determined insider. That is a pattern worth recognizing wherever it appears.
