Meanwhile a sprawling network of nonprofits, contractors, consultants and agencies grew around the funding stream. That network employs many people doing genuinely difficult work. It also has a structural characteristic worth naming plainly. An organisational ecosystem funded by the persistence of a problem faces no internal pressure to eliminate it.
