THE PROMISE SOUNDS WONDERFUL

Imagine waking in the morning and walking a few blocks for coffee. Your grocery store is nearby. Your doctor is around the corner. Children can bicycle to school. Parks, restaurants, shops and perhaps even your workplace are all close enough that getting into a car becomes a choice rather than a necessity.

This is the basic promise of the 15-minute city, an urban-planning concept popularized by French-Colombian professor Carlos Moreno. The idea is straightforward: organize communities so that most daily needs can be reached within approximately fifteen minutes by walking or cycling.

There is much about that vision that sounds appealing.

Long commutes consume enormous amounts of people’s lives. Traffic creates stress. Neighborhood businesses benefit when residents shop locally. Walking and cycling encourage physical activity. Elderly residents and people unable to drive can benefit enormously from having essential services nearby.

And there is nothing particularly revolutionary about any of it. For centuries, communities naturally developed around marketplaces, churches, schools, tradespeople and public squares. Many older European cities remain highly walkable today.

GAR does not oppose walkable communities.

We oppose systems that transform freedom of movement from an inherent choice into a managed privilege.

And that distinction changes the conversation completely.

WALKABILITY IS NOT THE ISSUE | SOVEREIGNTY IS

There is an enormous difference between designing a community where someone doesn’t need to drive and designing systems intended to make driving progressively more difficult.

There is another difference between encouraging someone to use public transportation and requiring authorization to drive through a particular public street. The first offers an alternative and the second begins managing behavior.

That is where the 15-minute-city debate becomes more complicated than either side often acknowledges. Supporters understandably focus on proximity and quality of life. Critics increasingly focus on the infrastructure being built around modern urban planning: cameras, digital permits, automated enforcement, smart-city sensors, congestion pricing and eventually AI-driven transportation systems.

The concern isn’t that your grocery store is too close, but whether the systems designed to encourage you to remain close can eventually be used to discourage—or condition—your ability to travel farther.

That isn’t merely a hypothetical discussion anymore.

OXFORD | WHEN THE ROAD BECOMES MANAGED

Oxford, England, has become ground zero for much of the controversy surrounding 15-minute cities.

Some claims about Oxford have gone too far. The city has not been divided into districts that residents are forbidden to leave, and Oxfordshire County Council explicitly states that every part of Oxford will remain accessible by car.

But what Oxford actually is implementing deserves attention on its own.

Beginning September 28, 2026, Oxfordshire plans to begin an 18-month traffic-filter trial at six locations around the city. Automatic Number Plate Recognition cameras will identify cars passing through those locations. Cars require valid permits to use the filters during operating hours; otherwise drivers must use another route. Unauthorized passage can result in a £70 fine.

Oxford residents can receive permits providing 100 days of access per year. Residents elsewhere in Oxfordshire receive 25. The permits are entirely virtual. Cameras read a vehicle’s number plate and check the database for a corresponding permit. Once an Oxford resident’s registered car passes through a filter, one of those annual day passes is deducted.

Again, residents remain free to drive elsewhere using alternative routes. That distinction matters and so does this one:

A public road has become a digitally managed access point where a camera identifies your vehicle, a database determines whether authorization exists, and a computer system can initiate a financial penalty when it does not.

That is not physical confinement, but something subtler—and perhaps more relevant to the future.

SOFT CONTROL | WHEN FRICTION REPLACES THE WALL

Much of the debate surrounding 15-minute cities eventually arrives at the same dramatic question: will people someday be prohibited from leaving their neighborhoods? It is an understandable question, particularly after the restrictions experienced during COVID, but it may also distract from a much subtler issue. Control does not always require an outright prohibition, a physical barrier, or someone telling you that you cannot leave. Human behavior can be influenced just as effectively by changing the environment around a choice—making one option increasingly easy, affordable and convenient while making another progressively more expensive, complicated or burdensome.

There is nothing inherently troubling about encouraging people to walk, cycle or use public transportation. Build safe bicycle lanes and more people may choose to ride. Create reliable public transportation and commuters may willingly leave their cars at home. Develop neighborhoods with restaurants, shops, schools and healthcare nearby and people may naturally travel shorter distances. In each case, the individual has gained another useful option without losing the choices already available to them. The sovereignty question emerges when encouragement begins moving toward behavioral management—when parking becomes deliberately scarce or more expensive, certain roads become restricted, congestion charges increase, permits determine access, and cameras automatically identify and penalize those who fail to comply.

Individually, each measure can be explained as a reasonable response to congestion, pollution, safety or urban efficiency. Taken together, however, they can gradually reshape the relationship between the individual and the city. A person may remain technically free to drive across town, but if doing so requires additional fees, longer routes, digital permissions or repeated interaction with automated enforcement systems, the freedom still exists under increasingly restrictive conditions. Most people will not spend their lives resisting those conditions. They will adapt to them, choosing the route that costs less, requires fewer permissions and creates the least inconvenience. Over time, “I am free to go wherever I choose” can quietly become “It is easier just to stay here.”

That is why GAR believes the conversation must extend beyond whether a government literally prevents someone from leaving a neighborhood. The more important question is whether the surrounding system gradually creates enough friction that people begin restricting themselves. A wall is obvious. A system that quietly changes behavior while preserving the appearance of choice is much harder to recognize.

SMART CITIES | WHEN THE STREET BEGINS TO SEE

That question becomes more significant when the 15-minute-city model is viewed alongside the much broader development of smart cities. The neighborhood itself is not new; communities organized around nearby shops, schools, workplaces and public spaces existed long before automobiles dominated urban design. What is new is the technological layer increasingly being placed over the modern city. Streets are no longer simply physical spaces through which people move. Cameras can recognize license plates, sensors can measure traffic flows, mobile devices continually generate location information, transit systems can record journeys, smart meters can measure energy consumption, and increasingly sophisticated algorithms can analyze enormous amounts of information about how a city and its residents behave.

Many of these technologies have legitimate and potentially valuable purposes. Intelligent traffic systems can reduce congestion, sensors can identify infrastructure problems, transportation data can improve bus and rail service, and emergency responders can use real-time information to reach people more quickly. The concern is not the existence of technology itself. It is the extraordinary concentration of capability that emerges when these systems begin communicating with one another. A city that can observe movement, identify the person or vehicle involved, compare that movement against a database and determine whether a rule has been followed possesses a capability that cities of previous generations simply did not have.

Oxford’s traffic-filter system offers a useful illustration of how uncomplicated that process can become. A camera reads a license plate, the plate is checked against a database, the system determines whether the vehicle has authorization to pass through that location, and a penalty can follow when the conditions have not been met. None of those individual steps sounds particularly extraordinary in a digital society. Yet together they demonstrate something important: the physical world is becoming programmable. A street that once simply existed can increasingly be governed by digital rules determining who may use it, when it may be used and under what conditions.

That capability deserves scrutiny regardless of the intentions of the people implementing it today. Technology does not determine the values of the government operating it, and infrastructure built for one purpose does not guarantee that it will remain limited to that purpose forever. The same system capable of understanding movement can potentially be used to influence or manage movement, particularly as transportation networks, digital identities, payment systems and artificial intelligence become increasingly interconnected. The question for a free society therefore should not simply be whether smart-city technology can make urban life more efficient. It should also be how much power over individual behavior we are willing to embed permanently into the infrastructure around us.

This is much closer to the narrative cadence of the first half—fewer punchy fragments, more connective reasoning, while still landing the GAR points firmly.

WHEN AI ENTERS THE LOOP

Artificial intelligence adds another dimension to the smart-city conversation because it allows enormous amounts of information to be analyzed and acted upon in real time. Traffic patterns, congestion, air quality, energy demand, public transportation, carbon targets and emergency conditions can all become inputs into systems capable of continuously adjusting how a city operates. What once required individual decisions by planners, police officers or transportation officials can increasingly be automated across an entire urban environment.

There are obvious benefits to that capability. AI could improve traffic flows, reduce accidents, identify infrastructure problems and make public transportation considerably more responsive. But the same technology also makes it possible to move from simply observing behavior to actively managing it. Roads could be priced differently according to congestion or emissions targets, access rules could change according to conditions, and automated systems could determine whether a vehicle or individual meets the requirements established by policymakers.

That creates a sovereignty question that is much larger than transportation: who determines what the algorithm is optimizing for, and what happens when an individual’s choices conflict with those objectives? An algorithm does not independently decide what constitutes desirable behavior. Someone establishes the rules, priorities and acceptable outcomes that the technology then enforces at extraordinary speed and scale.

This is why efficiency alone cannot become the measure of a successful city. Human beings are not simply data points to be moved through an optimized system. Sometimes people make choices that are inefficient, inconvenient or inconsistent with a government’s preferred policy outcome—and in a free society, they should retain the ability to make them. Technology should help people navigate their world, not quietly become the authority determining how they are permitted to move through it.

THE COVID PRECEDENT | WHY THE QUESTIONS CHANGED

The debate over 15-minute cities cannot be completely separated from what the world experienced beginning in 2020. Before COVID, many people living in Western democracies would have considered widespread restrictions on travel, businesses, gatherings and ordinary movement nearly unimaginable. Yet during the pandemic, governments demonstrated how quickly extraordinary powers could be exercised when authorities determined that an emergency justified them.

The experience changed public expectations. Millions of people encountered border restrictions, lockdowns, business closures, limits on gatherings and various health-related requirements governing travel or participation in public life. Whatever one’s views about whether those measures were justified, the precedent demonstrated that freedom of movement could be substantially altered when governments believed circumstances required it.

That does not prove that 15-minute cities, traffic cameras or smart-city infrastructure are being constructed for another lockdown, and GAR does not need to make that leap. The more important lesson is that infrastructure should be evaluated not only according to its intended purpose during ordinary times, but also according to the authority it could provide during extraordinary ones.

If a future city possesses interconnected systems capable of identifying vehicles, monitoring movement, determining authorization and automatically enforcing restrictions, it is entirely reasonable for citizens to ask what would happen if another emergency were declared. What limits would remain? Who could change the rules? How quickly could they be changed? And what protections would prevent temporary restrictions from becoming something more permanent?

COVID changed this conversation because people no longer have to imagine whether governments might restrict movement during an emergency. They experienced it. The question now is whether the infrastructure being built for tomorrow’s cities will preserve individual sovereignty when the next crisis arrives—or make restricting it easier than ever before.

FUNCTION CREEP | WHEN SYSTEMS EXPAND BEYOND THEIR ORIGINAL PURPOSE

One of the most important considerations surrounding smart-city infrastructure is something that occurs throughout government and technology: function creep. A system introduced for one narrow purpose gradually acquires additional uses as technology improves, policies change and officials discover that existing infrastructure can solve other problems. A camera installed to manage traffic today does not automatically become a tool for restricting movement tomorrow, but once the capability exists, expanding its purpose becomes considerably easier.

This is particularly relevant when previously separate systems begin connecting. Transportation data, license-plate recognition, digital permits, payment systems and other databases can each appear relatively limited when viewed independently. As those systems become interoperable—and increasingly enhanced by artificial intelligence—the amount of information and authority concentrated within them grows dramatically. What matters is no longer simply what each system knows, but what becomes possible when those systems know things together.

None of this requires assuming malicious intent by the people building today’s infrastructure. In fact, that is precisely why safeguards matter. Governments change, emergencies occur, technologies advance and definitions of acceptable use evolve. A free society should not have to depend upon every future official exercising restraint. The strongest protection for individual sovereignty is not trusting that powerful systems will never be misused; it is establishing meaningful limits on what those systems are capable of doing in the first place.

C40 CITIES | FOLLOWING THE POLICY DIRECTION

The broader policy environment provides another reason to pay attention. C40 Cities, a global network of mayors focused on climate policy, has examined how urban consumption could be changed across transportation, aviation, food, buildings, clothing and consumer goods in pursuit of emissions targets. Its influential 2019 report, The Future of Urban Consumption in a 1.5°C World, modeled substantial reductions in consumption, including scenarios involving fewer flights, reduced meat and dairy consumption and major reductions in private vehicle ownership.

It is important to distinguish these scenarios from laws imposed upon individual citizens. They are not evidence that residents of C40 cities currently have personal quotas governing how often they may fly, what they may eat or whether they may own a vehicle. But dismissing the documents for that reason would miss their significance. They reveal the direction influential organizations believe urban behavior should move and the kinds of changes policymakers are being encouraged to consider in pursuit of climate objectives.

That distinction matters enormously to GAR because there is a difference between governments building infrastructure that gives people additional choices and governments increasingly attempting to shape how people live. When policy discussions move beyond cleaner transportation or better-designed neighborhoods and begin examining how frequently individuals travel, what they consume and whether they privately own transportation, the conversation has entered much more personal territory.

The question is therefore not whether every modeled scenario will become mandatory policy. The question is how much influence governments and international policy networks should have over choices that have historically belonged to individuals. Once infrastructure capable of monitoring and enforcing those choices is being developed alongside the policies intended to change them, sovereignty deserves a place at the center of the conversation.

OWNERSHIP, ACCESS & THE QUESTION OF DEPENDENCY

The larger conversation about 15-minute cities also intersects with a broader shift toward access rather than ownership. In 2016, the World Economic Forum famously promoted a vision of life in 2030 with the phrase, “You’ll own nothing. And you’ll be happy.” The wording originated with Danish politician Ida Auken rather than Klaus Schwab personally, but the WEF published and amplified the vision of a future in which many things traditionally owned would instead be accessed as services.

For GAR, the concern is not whether renting, sharing or subscribing to something is inherently wrong. People should be free to choose whatever arrangement works best for them. The sovereignty issue emerges when public policy progressively discourages ownership while increasing dependence upon systems controlled by governments, corporations or digital platforms. A privately owned vehicle, for example, provides a degree of independence that a transportation service governed by an app, account or centralized network does not.

This distinction becomes particularly important as transportation, payments and access become increasingly digital. Ownership provides a measure of independence; access creates a relationship of permission. The more ordinary life depends upon systems controlled by someone else, the more important it becomes to preserve meaningful alternatives for those who choose them.

THE COMMUNITY WE CHOOSE TO BUILD

There is another side to this conversation that matters deeply. GAR believes in strong communities—not simply collections of people living near one another, but places where residents know their neighbors, support local businesses, care for the vulnerable, create healthy environments and share responsibility for the place they call home. A community that makes it easier to walk to the market, gather in a park, check on an elderly neighbor or raise children surrounded by people who know them can be extraordinarily empowering.

True sustainability grows from that kind of participation. It is created when residents become invested in the health and resilience of their community and work together to make it better. Local food systems, thriving small businesses, accessible healthcare, beautiful public spaces, responsible stewardship of resources and strong human relationships can all make communities less dependent, more resilient and better prepared to withstand whatever challenges may come. That is a vision of community GAR wholeheartedly supports.

But there is an important difference between a community becoming more self-sufficient and a system making its residents more dependent. Sustainability imposed from above—through surveillance, permissions, restrictions or technological management of individual behavior—is something fundamentally different. A community cannot truly thrive when the people living within it gradually lose the ability to determine how they move, what they own or how they organize their own lives. What appears efficient on paper can become deeply disempowering when decisions once made by individuals and communities migrate upward into centralized systems.

The strongest communities do not need to confine people in order to hold them together. People stay because they belong, contribute and care—not because leaving has become difficult. They are free to travel, explore and experience the wider world and then return home carrying new ideas, relationships and experiences with them. Openness strengthens a healthy community; it does not threaten it.

Some people may be comfortable exchanging greater independence for convenience and highly managed services, and that remains their choice. But GAR believes the future worth building moves in another direction: toward communities that are sustainable without being restrictive, technologically capable without becoming intrusive, locally resilient without becoming isolated, and connected without surrendering individual sovereignty.

GAR does not oppose walkable communities. We oppose systems that transform freedom of movement from an inherent choice into a managed privilege.

The question surrounding 15-minute cities is therefore larger than urban planning. It asks us what kind of communities we want to leave to the generations that follow us. We can build places that are healthier, more connected and more sustainable while still protecting the freedom of the people who live within them. Those goals are not incompatible. In fact, we believe genuine freedom, shared responsibility and human connection are what allow a community to truly thrive.
