For well over a century the United States government operated without taking a cent out of anyone’s wages. No federal income tax, no withholding, no filing deadline in April. This income tax 1913 documentary starts from that fact, which strikes most modern viewers as impossible, and works out what actually paid for the federal government during those decades. The answer reshapes how you think about the size of the state, the politics of trade, and what changed in a single pivotal year.

What This Income Tax 1913 Documentary Examines

The film’s central question is practical rather than ideological. If Washington was not taxing income, what was it taxing, and how much revenue did it actually need? Those two questions turn out to be inseparable. The federal government of the nineteenth century was a fraction of its present size relative to the economy, with a small standing army in peacetime, no social insurance programs, and comparatively few federal functions. A government that small could be funded by methods that would be nowhere near sufficient today.

From there the documentary traces the legal, political and constitutional sequence that made a permanent income tax possible, and looks at what the tax actually looked like when it first arrived.

How Washington Paid Its Bills Before 1913

The answer is mostly tariffs. Customs duties on imported goods provided the largest share of federal revenue for most of the nineteenth century, supplemented by excise taxes on domestic products, especially alcohol and tobacco, and by revenue from the sale of public land. Tariffs had a practical advantage that mattered enormously before modern administration existed. They were collected at a limited number of ports from a limited number of importers, which required no national bureaucracy and no examination of any citizen’s private finances.

Tariffs also carried consequences that dominated American politics for generations. A duty on imported manufactured goods protects domestic manufacturers and raises prices for everyone who buys those goods. That divided the country along regional lines, with industrial interests in the Northeast favouring high tariffs and agricultural regions in the South and West bearing the cost. Much of the political conflict of the era ran straight through this argument.

The Constitutional Fight Over Taxing Income

Congress did tax income before 1913, briefly. A federal income tax was enacted during the Civil War to fund the conflict and was allowed to lapse in the early 1870s. When Congress tried again in 1894, the Supreme Court struck it down in the Pollock case the following year, ruling that a tax on income derived from property amounted to a direct tax, and that the Constitution required direct taxes to be apportioned among the states by population. Apportionment made a workable income tax practically impossible.

That ruling is why an amendment was necessary. The Sixteenth Amendment, ratified in early 1913, gave Congress power to tax incomes from whatever source derived without apportionment among the states. It did not create the tax. It removed the constitutional obstacle that had blocked it, and Congress passed the tax itself later that same year as part of a tariff reduction bill.

What 1913 Actually Created

The first modern income tax was narrow. It applied only to incomes above a threshold that excluded the overwhelming majority of American households, and the rates started around one percent with a top bracket in the single digits. It was presented and understood as a tax on the wealthy, designed to replace revenue lost by cutting tariffs. The mass tax Americans know today was not what anyone voted for in 1913.

What changed the scale was war. The First World War pushed rates upward sharply and expanded the number of people covered. The Second World War completed the transformation, both by broadening the base to most working Americans and by introducing payroll withholding in 1943, which turned the tax from an annual bill a person had to write a cheque for into a deduction that disappears from a paycheque before it is ever received. That administrative detail did more to entrench the system than any statute.

How to Watch It

The historical record in this income tax 1913 documentary is well documented and worth knowing. Where viewers should apply care is with a family of claims that circulate alongside this history, that the Sixteenth Amendment was never properly ratified, or that filing is legally voluntary, or that wages are not income within the meaning of the statute. Courts have rejected every version of these arguments consistently, and people who have acted on them have generally ended up with penalties. Nothing in the real history requires those claims to be interesting.

The genuinely useful takeaway is structural. The method a government uses to collect revenue shapes its relationship with the people it governs, and 1913 changed that relationship permanently. Watch it with an eye on how much the federal role expanded alongside the new revenue, and decide for yourself which drove which.
