The declassified Project Mockingbird records describe a narrower surveillance operation, and some scholars argue the popular name has been retrofitted onto a looser collection of separate activities. Critics of the broader framing also note that many of the documented relationships were voluntary rather than purchased, and that the programme’s formal structures were curtailed after the investigations.

Supporters of the wider reading answer that the name is a detail, that the operational reality is what the record confirms, that a great deal remains classified, and that no structural reform ever followed the exposure. Both positions can be held without abandoning the evidence, and the film is strongest where it stays on the documented ground.

The Cold War ended and the mechanism did not. Media ownership consolidated into a small number of conglomerates whose corporate interests interlock with defence, finance and pharmaceutical concerns, former intelligence officials now appear as paid on air analysts, and government briefings routinely reach the public as reporting.
