The Government Gangsters documentary presents Kash Patel’s argument that an unelected layer of permanent officials inside the federal bureaucracy has acquired power that no voter granted and no election can remove. It is a direct, unapologetic film, and it arrives with unusual weight because the man making the argument was subsequently placed in charge of one of the agencies he spent years criticizing. Patel was confirmed as Director of the FBI following a narrow Senate vote in February 2025.
The Man Making the Case
Patel’s background is the reason the film is worth engaging with rather than dismissing. He began his legal career as a public defender, then moved to the Justice Department as a national security prosecutor handling terrorism cases. He later became a staffer on the House Permanent Select Committee on Intelligence under Devin Nunes, where he was a principal author of the 2018 committee memorandum on surveillance warrants obtained against Carter Page. From there he moved into the executive branch, serving on the National Security Council and later as chief of staff to the acting Secretary of Defense.
That trajectory matters because it means the criticism comes from inside the machinery rather than from outside it. Whether a viewer finds his conclusions persuasive or not, he is describing rooms he has actually been in.
What the Government Gangsters Documentary Argues
The central claim is that the permanent bureaucracy, particularly in the intelligence and law enforcement agencies, functions as an interest group with its own agenda. In Patel’s telling, that agenda survives changes of administration, shapes what information elected officials receive, and can be turned against political figures the bureaucracy regards as threats. He argues that the tools built for counterterrorism after 2001 were gradually pointed inward, and that surveillance authorities intended for foreign threats became available for domestic political purposes.
The film extends the case made in his 2023 book of the same name, which included an appendix naming officials he characterized as members of what he called the executive branch deep state. That list drew substantial criticism, including from people who shared some of his concerns about surveillance but objected to publishing a roster of named individuals.
The Strongest Evidence in the Film
The most solid ground the documentary stands on is the surveillance of Carter Page. This is not a contested narrative in the way the broader deep state thesis is. In December 2019 the Justice Department Inspector General, Michael Horowitz, published a report finding seventeen significant errors and omissions in the applications submitted to the Foreign Intelligence Surveillance Court to monitor Page. That finding was made by the department’s own internal watchdog, and it is the anchor for much of what the film builds on top of it.
Where the documentary is at its best, it works from documented procedural failures like this one and asks what they reveal about institutional incentives. Where it is weaker, it extrapolates from those failures to a more sweeping account of coordinated intent that the underlying documents do not themselves establish.
Where the Mainstream Account Differs
Honesty requires noting what the same Inspector General report also concluded. Horowitz found that the underlying investigation had been properly predicated and that he had not found documentary or testimonial evidence that political bias drove the decision to open it. Those two findings sit in the same report as the seventeen errors, and the Government Gangsters documentary foregrounds the first set considerably more than the second.
More broadly, critics of Patel’s framework argue that the deep state label compresses an ordinary civil service, with its genuine flaws, procedural inertia and occasional serious misconduct, into a single coordinated actor. They contend that institutional failure and institutional conspiracy are different things, and that the remedies Patel proposes, which involve removing substantial numbers of career officials, carry their own risk of politicizing precisely the agencies whose independence is at issue. Viewers should hold both the film’s case and this rebuttal in view.
Why It Is Worth Watching
This film is essential viewing less for its conclusions than for its provenance. The person articulating this worldview now runs the FBI, which means the argument on screen is no longer merely commentary. It is a statement of intent by a sitting official about how he understands the institution he leads. Anyone trying to make sense of American law enforcement and intelligence over the coming years needs to know what that worldview contains, in its author’s own words and without an intermediary summarizing it.
Watch it critically, check the documents it cites against the full text of those documents, and form your own view. That is the only way a film this pointed can be useful.
