The Black Project documentary is a full length film in which host Andy Stumpf works his way through the UFO question by talking to the people actually positioned to answer it. Rather than narrating over archive footage, the film is built from extended conversations with scientists, elected officials, journalists and insiders, among them Stanford professor Dr. Garry Nolan, Representative Tim Burchett, journalist Chrissy Newton and historian Richard Dolan. The approach is patient and the tone is investigative, and the result is one of the more grounded entry points into a subject that has spent most of its life in the margins.

What the Black Project Documentary Sets Out to Do

The film’s organising question is not whether strange objects have been seen. That ground is well covered and no longer seriously contested by the agencies involved. Its question is narrower and more uncomfortable. If there is something to this, who has been holding it, under what authority, and how has that arrangement survived decades of oversight?

That is where the title comes from. A black project is a programme whose existence, funding and purpose are withheld from all but a very small group of cleared personnel, sitting outside normal congressional visibility. Such programmes are entirely real and entirely legal, which is the point the film keeps returning to. Stealth aircraft were developed inside them for years while the public knew nothing. The film asks whether the same architecture has been used to hold something else, and it presses on the mechanics of secrecy rather than simply asserting a cover up.

The Witnesses and What They Bring

The strength of this film is the range of its contributors. Garry Nolan approaches the question as a working laboratory scientist, having examined anomalous materials and medical imaging associated with people who report close encounters, and he is careful about the boundary between what a sample shows and what it proves. Tim Burchett speaks from inside the legislative process, where he has been among the most persistent voices pushing for hearings and for access to material the executive branch has been reluctant to hand over.

Richard Dolan supplies the long view. His work has focused for decades on the documentary record, on what the archives, declassified files and institutional histories actually contain, and he is useful precisely because he treats this as history rather than spectacle. Chrissy Newton brings the perspective of a journalist working the beat and dealing with sources, credibility and the reputational cost that still attaches to anyone who takes the subject seriously. Between them the film covers science, politics, history and reporting without leaning on any one of them.

From the Margins to the Congressional Record

What makes this film land differently from UFO documentaries of earlier decades is how much of its territory is now on the public record. In 2017 reporting revealed a Pentagon programme studying unidentified aerial phenomena, and Navy footage previously treated as rumour was acknowledged as authentic. In 2021 the Office of the Director of National Intelligence delivered a preliminary assessment to Congress covering well over a hundred incidents, almost none of which it could explain. A dedicated Pentagon office was established to handle the problem.

In July 2023 a congressional subcommittee heard sworn public testimony from former Navy pilots Ryan Graves and David Fravor about objects they had tracked, and from former intelligence officer David Grusch, who stated under oath that the United States operates a programme to recover and reverse engineer craft of non human origin. Legislation followed, including a disclosure provision attached to the defence authorisation process, although its strongest mechanisms were removed before passage. None of that requires belief in anything. It is simply what happened, and it is the ground the film stands on.

What Remains Unproven

The film is more confident in places than the evidence currently supports, and it is worth naming where. Grusch’s testimony was sworn but not accompanied by physical proof in open session, and he described his knowledge as coming from interviews with others rather than direct observation. In 2024 the Pentagon’s anomaly resolution office published a historical review stating it had found no verifiable evidence of a recovery or reverse engineering programme, attributing many long circulating claims to misidentification, to classified conventional aircraft and to rumour compounded over time. Researchers in this field contest the scope and independence of that review, which is a fair argument to make, but the review exists and a complete picture includes it.

The honest position is that credentialed people have made serious allegations through legitimate channels, that the government has formally denied the central one, and that no material has been placed before the public that would settle it either way. The Black Project documentary generally respects that distinction better than most films in this space, though viewers should still track which statements are testimony and which are conclusion.

Why This Film Is Worth Watching

This is the film to hand someone who has heard the subject mentioned and wants to understand why it is suddenly being discussed in hearing rooms rather than on late night radio. It takes the question seriously without losing its footing, it lets qualified people speak at length instead of cutting them into soundbites, and it keeps its attention on the structural issue of how information is compartmented away from the people who are supposed to oversee it.

That structural question outlives whatever the objects turn out to be. A system capable of holding something this significant outside democratic accountability is worth understanding on its own terms.
