Importantly, the phrase does not assume extraterrestrial origins. It simply acknowledges that some phenomena may involve intelligence beyond known human systems.

Whether these phenomena ultimately prove to be advanced aerospace systems, unknown natural processes, sensor artifacts, or something more complex remains an open question. However, the introduction of such language into official contexts signals a noticeable expansion of the conversation.
