A Brief History: From Telegraph Wires to Fiber Optics

The first successful transatlantic telegraph cable was laid in 1858, marking a breakthrough in long-distance communication. Early cables transmitted electrical pulses over copper wires insulated with gutta-percha, a natural latex material.

These systems were fragile and prone to signal degradation. But technological refinement continued.

By the mid-20th century, coaxial cables and signal repeaters improved performance. The real leap came in 1988 with TAT-8, the first transatlantic fiber optic cable. Instead of electricity, fiber optics transmit data as pulses of light, dramatically increasing capacity while reducing signal loss.

Today’s modern fiber optic submarine cables can transmit terabits of data per second using advanced techniques like wavelength-division multiplexing (WDM), which allows multiple light channels to travel simultaneously along a single fiber.

Anatomy of an Undersea Cable

Though often imagined as thick industrial pipelines, undersea cables are surprisingly narrow — typically about the width of a garden hose in deep ocean regions.

At the core are optical fibers made of ultra-pure glass. Surrounding them are layers of protection:

  • Gel or buffering material to cushion fibers
  • Waterproof polyethylene sheathing
  • Steel wire armoring for reinforcement in shallow waters
  • Additional protective layers where fishing and anchoring risks are higher

In deep ocean zones, cables are lighter due to lower human activity. Near coastlines, they are heavily armored and often buried beneath the seabed.

Every 40–100 kilometers, optical amplifiers (repeaters) boost the light signal to prevent attenuation. These repeaters are powered from shore-based landing stations through conductive elements built into the cable itself.

It is a marvel of engineering — but it remains physically vulnerable.

This combination of layered physical protection and sophisticated optical technology enables undersea cables to facilitate over 95% of international data traffic reliably and efficiently, forming the backbone of the global internet and communications infrastructure. Structural Vulnerabilities Few People Consider

Undersea cables are efficient — but efficiency creates concentration risk.

Global data traffic is not evenly distributed. It flows through strategic maritime corridors and chokepoints such as:

  • The Suez Canal region
  • The Taiwan Strait
  • The North Sea
  • The Mediterranean basin

A relatively small number of cable routes carry enormous volumes of intercontinental data. A disruption in one region can ripple across financial markets, cloud platforms, and communications systems worldwide.

On average, over 200 cable faults occur globally each year — most due to accidental causes. But even accidental damage can trigger cascading disruptions.

These cables are commercial assets — but they are also geopolitical infrastructure.

Natural and Human Risks

Natural Disasters: Earthquakes and underwater landslides near tectonic plate boundaries can sever multiple cables at once. In 2006, an earthquake near Taiwan disrupted several major cables, slowing internet access across large parts of Asia.

Storms and shifting seabeds can also increase exposure risk in shallower regions.

Fishing Activities: Fishing trawlers and ship anchors account for the majority of cable damage incidents. Heavy equipment dragging across the seabed can snag or sever cables, particularly near coastlines.

Deliberate Sabotage: In recent years, governments have become increasingly aware that undersea cables represent strategic targets. Physical tampering or cutting could disrupt communications and financial systems. While most outages are accidental, the possibility of intentional interference has elevated submarine cable networks into national security discussions.
